Kirby never needed headgear to breathe underwater. He wears nothing in Kirby's Dream Land, Adventure, Dream Land 2, 3, and Kirby 64: The Crystal Shards, yet he is in no danger of drowning.
Snorkels have to have the top sticking out of the water for them to work. The Kirbys go quite deep underwater.
So the snorkels thing is right out. The loss of power makes sense though, considering he can't inhale. If he can't inhale indefinitely, it would make sense that he would not be able to hold his breath indefinitely.
