Yes, she is. She was the princess that went missing 16 years ago, which would be impossible if she was only 15. She is also in the same year of high school (2nd, 3rd in FINAL) as A-ko and B-ko.
According to the Japanese profiles, the characters' ages are listed as being 17, though A-ko would only be 16 in 2015 (first and second movies). This is based on Yuji Moriyama's comment in one interview with her being born in 1999. Her birthday was also given in the artbooks as February 10, while B-ko and C-ko's birthdays are October 31 and September 11, respectively. Based on this comment, the characters' birthdays, and the starting date of the Japanese school year, B-ko and C-ko would have to be born in 1998.
Under the Japanese school system, spring break is in March and marks the end of the school year. In April, the new school year starts, and anyone born after April 1 is placed a grade lower than people born before. Cinderella Rhapsody would take place during Spring Break 2016. Japanese high school is only 3 years long, the years being equivalent to 10th-12th grades.

Wait. C-ko's 17? That'd make her older than A-ko, who introduced herself as being 16 in the english dub I saw.
