Yes, AIR was made in 2000, but it's set in 1993. This is confirmed at the beginning of the feudal flashback, where it gives the year 993.

Saika is not the last incarnation, for the Last girl (c hairstyle and manner of speech , reminiscent of Misuzu) and the Last boy were last shown after it on a playground slide . If we do not consider that we have simultaneously incarnation Kanna is Saika and Misuzu is the last girl. But in this situation the ending is generally straight optimistic.
Moreover , in the article already mentioned above that the external differences between Misuzu and Kanna, may hint at a separate future for Misuzu .
