Many viewers found him to be the scrappy despite the original intent. So I concur the trope applies. Does it matter if written to be disliked if said dislike lead to be them being seen as the scrappy?
I don't think it's a good example because quite a lot of people didn't like that he got redeemed, to the point that I foresee it being potential Broken Base material down the line.
^^Yes, for The Scrappy, it definitely matters that he was written to be disliked. If you look at The Scrappy trope page, the first of the 6 essential criteria listed is "Unintentionally hated by the audience: If this character is supposed to be hated due to being a villain, idiot, or Jerkass, they're a Hate Sink."
However, for the original question, the Rescued from the Scrappy Heap description mentions "A few series can even do this intentionally, and have an otherwise unlikable Smug Snake evolve into a more human, three-dimensional character," which does imply that a pre-planned character arc from Hate Sink to more sympathetic character may qualify despite the character never being a genuine (i.e., unintentional) Scrappy.
^This tends to reinforce my preexisting opinion that Rescued from the Scrappy Heap needs work badly. There have been repeated cases of it being used for characters who weren't The Scrappy in the first place.

^Agreed that Rescued needs cleanup and/or clarification on that. Should Rescued examples be cut if the character wasn't the Scrappy or should we save them for a TRS or other cleanup?

He was never a Scrappy. He was supposed to be disliked for that, what he got was closer to Love to Hate. It's also before the waiting period for Scrappy.
Can Rescued apply if the character was never a Scrappy or a Base-Breaking Character? Especially if being disliked than redeemed was the intended reaction all along as opposed to a fix.
I've asked before to no clear answer. That was before we implemented the waiting period. Does that change things or help give an answer? I also asked Scrappy cleanup but any other opinions would be welcome.
