I think what they mean is that a work lists a number of items, the last of which is Breaking the Fourth Wall in a case of The Last Of These Is Not Like The Others.
The latter part sounds more like a description that gets snarky or jokey at the last part. Like when you check the dead spider in the beginning of Tales from the Borderlands and it describes the animal's nature in serious language until the last part that says "Also, many of them are racist and hate the restaurant you love".
Like, I'm not sure how a description of a magic spell saying that it occasionally causes seizures would count as breaking the fourth wall. It sounds more like Bread, Eggs, Milk, Squick to me.
