Primarily it's just Padding. Complex fights require complex animation. Having everyone stand still and talk is faster and cheaper. That and preventing Overtook the Manga.
The specific trope is Inaction Sequence.

When anime characters do battle, they always seem to let each other make plays. They give each other so much breathing room that they can afford to spend a couple minutes discussing the balance of power and maybe do a bit of banter. They don't interrupt someone who's setting up a play, without making a big deal of planning the interruption, nor do they do spontaneous team attacks. Why is that? Whether it's some kind of respect for the opponent, or they get some kind of power bonus for making the battle aesthetically pleasing, I wish they'd subvert this trope by sucker punching each other every now and again!
