I would say Mythology Gag, or maybe Development Gag. Shout Outs are references to works that are entirely unrelated.

I would tend to say instead that Mythology Gag (reference to a work in the same franchise) is a subtrope to Shout-Out (reference to another work), but we haven't formalized that yet.

When a work in, say, a multimedia franchise references previous creators from a different medium (like a Deadpool film referencing Rob Liefeld), would that go in Mythology Gag or Shout-Out, because I've been seeing them put in both?
