Nevermind, I'm pretty sure I found it! http://www.digifish.us/vraquarium/va_infor.htm Unfortunately, it's $21 for a (pretty bad) game.

When I was younger, I remember playing an aquarium simulator a lot. I think you had unlimited money, and could buy any amount of fish you want. It played classical music and water noises in the background. There was a menu where you could select music to play, but it was all classical. There were a bunch of food options - one made the fish flash rainbow colors, one made the fish really mad, one was just a slice of pizza, one was generic fish food. You had a bunch of objects you could place in the tank and could rotate. It had a bunch of settings, but I always played on Very Easy because my fish would never get sick. If you didn't clean your tank, your fish would get sick and die unless you played on Very Easy mode.
On the menu there were four options. You could go inside your aquarium, you could build/demolish parts of it, and you could buy fish. The build/demolish menu had an animation of some construction equipment destroying something, I think? The store was all in dark wood with faint lighting, and the fish would be swimming around in tanks. The fish had personalities - some of them got along well with others, and some were aggressive. You could also see if they were male or female. They came pre-named, but you could rename them. There was also a library where you could look up information about various fish and a legend about a mermaid. The mermaid legend had a statue of her attached. She would show up if you kept your fish very healthy on hard mode, but I never managed to get her to show up.
The graphics were decent. It was in 3D, and had a very early 2000s PC game look. The icons for food looked like they were made in MS Paint, though. Sorry I didn't describe this very well! (There's a lot of aquarium simulators and for some reason I can't find this specific one.)
