It's from The Slipper and the Rose, and that particular song is called "What A Comforting Thing To Know".

I believe this is from a historical period musical movie, but I'm not sure.Two men in those puffy-sleeved shirts with brocade vests are strolling through what appears to be some sort of tomb for royalty, cheerfully making fun of their lives and deaths, and swinging from oddly placed bars. Its at least a decade or two old going by the quality, but still in colour so....?
