I may be a little late to answering this, but I just found it because I was wondering the same thing. If you haven't found your answer yet, I believe you're thinking of "Kid Safe - The Video." I found it on You Tube! I hope this helps.
I remember an old fire safety video that was shown in Elementary school, back around 2002-04, about a bunch of kids who trespass onto a guy's property. Basically, they enter the house and note how dusty everything is, how there are rags scattered about, that the guy has a space heater, stuff like that. So then one kid finds a box of Count Chocula cereal, which activates a hidden doorway, leading to the discovery of a Friendly Neighborhood Vampire , whom they leave with a fire safety instruction video. We watch the Vampire watch the video (One scene recommends calling for help, at which point he starts howling like a wolf), and the kids come back later to find that not only has the vampire made his house safer, but he also joined Transylvania's Fire Department. Does this sound familiar?
