You might as well start with the PM, since even if you're right, the mods will tell you to PM first.

I'm probably being stupid here, but it seems I can only use the templates as a PM message, and this doesn't really fit any of those.

Now, with the old system, that would definitely be a no-no because adding something to an index before the page is made makes indexing not work. I'd imagine it'd work now, though.

And yeah. The edit reason is wrong. I don't know about indexing items that don't exist yet, though.

It is fine to index nonexistent articles. The index will just ignore them. Redirects are the problem children. Anyway, I'm suspending that user.

To clarify one point, red linking works that haven't been P5'd is encouraged in the hope someone will realize that work needs an article and create it.
