I think he means what's being shown on the TV, with the girls gauging each other's busts. That looks like it could come from any number of anime. I'm gonna take a wild shot in the dark and say it might be High School Girls a.k.a. Girls' High a.k.a. Joshi Kousei.
Can't answer the OP, but I can clear up some confusion from two posts above me: It's not Super Mario Bros Super Show, it's Super Mario World (there was a series of that in the early-ish 90s, carried on from Adventures of Super Mario Bros 3).
