This is probably not what you're thinking of, but I used to watch a cartoon called "The Magic Paintbrush". It was about a poor little boy and his sister and their gang of friends. They all lived in the streets and one day a magic older man gave them a magic paintbrush and they could make things come to life. Only then an evil king or someone captured the boy to make him paint money so that he could be rich. Just a shot.

It must be the second one...I know it was a movie.
Now I just to know about those commercials. I think they were related to those "Perfect" series of Walgreens commercials.
I remembered two more things.
1. Does anyone remember an animated movie called the Magic Painter? There was a guy who could bring paintings into reality or influence objects with his paint (i.e. making a door). Some of the enemies were living axes and other assorted close range weapons.
2. I remember commercials for I think either Walmart or Walgreens that had various mythical creatures in an office building with this guy. There was a mermaid, a giant, and a few others.
