Study How to Create a Work Page. There's no difference between foreign and English works besides "if there is an official translation, abide by it".
You can use Sandbox.Four Souls Of Coyote if you're not confident on launching a page yet.

Hi!
No one has created a page for the Hungarian film Four Souls of Coyote (original name Kojot negy lelke) and I want to be the first. Problem is, I've never done a page for a movie before. A fanfiction series, mind you, but not a movie. Are there standards and protocol I need to follow before making such a page? Also, it's a foreign film, so are there extra steps to take?
