Yes, it is. How to Create a Work Page has the details, but basically all pages should look "finished" once they've been created. If you're drafting a page, put it in the Sandbox namespace then move copy it to the proper one once it's ready. I strongly suggest reading the link before proceeding.

Yes, it is against the rules to leave an incomplete page and it runs the risk of being cut. But you can draft a Sandbox page and work on it there until it is complete.

Ideally you would work on it on a Sandbox/ page so that you can tinker with it without it being on the “live” site. If you leave it on the page it’s currently on, you run the risk of it getting cut.

Yes, it would be bad if you left a page with no tropes on the wiki, as that's a stub page. It's best to gradually build it in a Sandbox/ page, then transfer the contents to make the proper page when it's sufficiently ready.

Also, when you're not sure if doing something is okay, then it's generally a good idea, not just here but in all things in life, to ask if it's okay before doing it.
