No, those two tropes are mutually exclusive. A Contested Sequel is equivalent to a Broken Base, meaning viewers can't agree on whether the work is better or worse than its predecessor, and the fanbase is split into camps of roughly the same size. In contrast, an Even Better Sequel is when the majority of viewers agree that the sequel is better than the original work.
This I feel, is the reputation of Avatar: The Way of Water. Obviously I can’t add it yet but amongst most, it is considered to be superior than the first Avatar. But at the same time, there’s tons of people who argue its either “On the same level” or even worse than the original.
