I think it's more along the line of once a series gets so big it needs sections upon sections like a Matryoshka doll.
A good example is Fire Emblem Heroes where the Byleth and the Three Lord characters originally shared the same page before they got split into their own separate pages.
It usually depends on how many tropes a character has, as well as a section reaching trope overload.
I think it's a thing of how many characters are recurring. In Ace Attorney almost everyone who isn't a Witness Of The Week comes up in other games in some way. One Piece is just one series, so it's sorted in the only way possible. Yakuza games besides Kiryu and Co all have an entirely new cast. The Sonic franchise went through a major overhaul recently too with that logic, and had a discussion thread for it.

I've been wondering: is there some kind of agreed on guideline for sorting character pages for a franchise? I've noticed for big long running franchise like say Ace Attorney or One Piece, characters are sorted accroding to in-universe factions and dynamics like one page for Defense Attorneys and on page for the marines. But other pages like Yakuza keep everything sorted by series installment; so you've got seperate pages for Yakuza and Yakuza 2 for example, despite characters from both appearing in multiple entries or being part of overarching factions.
