I'd prefer Keine, the giant catfish doesn't really have much characterization and is instead some sort of generic boss for Meiling's final stage in Hisoutensoku.

Write-up:
Kamishirasawa Keine, Half-Beast of Knowledge and History, a lady who is extraordinary in a land of already extraordinary individuals by straddling the line between the ordinary and the fantastic.
She lives in the main human village, both as its protector and the owner and history teacher of the local school. There is nothing she doesn't know about the history of Gensokyo. However, knowledge isn't the entire extent of her connection to history. Her special ability allows her to devour and, under certain circumstances, even create history. During the events of Imperishable Night, this allowed her to temporarily make the human village cease to exist in order to protect it from harm. Her pupils apparently complain that her lessons are boring, but given that she's known to even use spellcards do demonstrate historical events in a more than flashy fashion, and to dispense painful headbutts to slackers, either the children are just spoiled by the awesomeness surrounding them every day, or she tries very hard to make her lessons as interesting as possible after hearing the complaints... or perhaps as Akyuu says, "a lesson is meaningless if it's just for fun."
Furthermore, she possesses another amazing property: Once a month, she turns into a superhumanly powerful horned monster with a short temper. She's also a were-hakutaku.
A hakutaku is a wise beast that appears to a virtuous ruler to provide guidance to them. Apparently, Keine was not born as a were-hakutaku. What this means is anyone's guess. Whatever the case, it's in this form that she gains the ability to create history.
A strong beast, a wise human, with the power to change history to extents no one can know. Why isn't she the most powerful being in the world? Maybe someone should ask her - in the night of a new moon, of course.

I wonder how Keine applies her spellcards in her lessons. I can't imagine that not to be entertaining. Though she might use these too rarely for it to really make a difference in the long run. So apparently she's very serious about teaching these kids some freaking history... One of those who'd think that Sesame Street is spoiling children by making them unwilling to learn if it's not entertaining? Or maybe she does try to make it fun, and just isn't good at it. Or maybe those kids are just too damn spoiled. How does this factor into her demeanor towards people outside of her job? Is she more easy-going then, or just as strict?
Also... what exactly is her relationship with Mokou like! Details, I demand them.
