Actually, that's the symbol for both genders, transgender or intersex. The male symbol doesn't have the horizontal line. That's an element of the female symbol, which when combined with the male gives the previously named classifications.

Oh my god DIO looks so smug and prissy, it's actually kinda hilarious.
Also, his hair is way too short. Like, too short for what we've seen of Shadow DIO so far, and too short to really compliment the design.
What, did they draw normal DIO with Final Battle DIO's shorter and spikier hairstyle or something?

That's pretty much what they've done with all of the characters that first showed up in ASB before the anime. Everyone is much slimmer.

I remember his hair being slightly longer in the manga, but we are talking Part 3 era Araki art. It probably varies from shot to shot and is hidden behind his massive chin.
(Seriously, Araki was all about the chins for like the first three parts)

Also, I've seen shots set around the same fight that at least appear to have slightly longer hair. Shrug. I'll just chalk it up to "as long as Araki needs it to be".
