I actually really, really like the voice work in the OVA dub. Especially DIO and Polnareff.

Kid Beyond (Andrew Chaikin) voiced DIO, so yes. And if you hear the un-noises coming out of his mouth, a WRYYYYY isn't out of the question. I think he does something similar in that video, actually.

I heard something at one point about SC getting a dub, with Mattew Mercer as Jotaro and Patriz Seitz as DIO. Is there any news on that going ahead, or did it get canceled, or what?
It happened. three test episodes were released on Crunchyroll. Richard Epcar was Old Joseph and we confirmed Kyle Hebert as Kakyoin and Julie Ann Taylor as Holly.

I've once watched a match on Youtube that consisted of Jonathan vs Part 3 DIO, won by the latter. As a commenter pointed out : "That's right, DIO is so awesome, he'll beat your ass with your own rotting corpse."
Anyway, when playing the Campaign mode, whenever I end up fighting Part 3 DIO, I always pick Jonathan. Just for the kicks.
