Well Levy did have a noticible bust when she was first introduced -IE when she was a girl around lucy's build- but I guess when Mashima decided to go the soap opera route with Gajeel and Levy. Levy was redesigned to be short and petite to contrast with Gajeel.... IE the Classic Beauty and Beast Dynamic of the tiny cutie and the big brute
