According to the wiki, the Board of Governors is mentioned in the third and sixth books, but yeah, it does seem odd how little effect they have on anything after the second book, even when Fudge and Umbridge are radically meddling with the headmaster position.
I'm guessing Fudge has the power to overrule the Board of Governors if need be?
Of course, that's blatantly unfair, but considering all the crap the Ministry pulled in Book 5...

depends on the attitude you go into it with. A Song Of Ice And Fire differs from the TV show in that its format gives you a limited focus on all sorts of people in very different situations (unless they're peasants). it's not quite as boobs-and-gore as the tv show is, more...the ugliness of life.
