Don't most definitions of "Public Services"/ "Civil Services" exclude the military? There might be a cross- Atlantic translational issue but it sounds like a trip up between trying to say "Public Services" and the broader concept of doing a public service.
I always thought public service was a blanket term that covered civil service and military service (and other things).

Just like I doubt many people consider serving in the military to be similar to being a bureaucrat, I do not believe many people see military service as very comparable to being a legislator. I do not know if that is the best way to define that term though.

So, when you look at the full context of the quote, it appears as though he refers to elected office specifically. Not of civil servants.
This is typical dirty politics. Republicans shifting focus away from the issues by using smear tactics.

Seems like a clear cut statement to me.
Regarding how right that position is, I'd have to disagree. It's not political experience (unless you happen to go for rank above Major, as you start needing support in Congress to advance to flag rank)) really, so that might be where Mr. Moran is coming from - it's not public electable office type of work, and I suppose that he holds that in higher regard than military service.

So yeah, not heinous, just being inexact at an inopportune time, which is dangerous in politics.
