I'm reading this because it's interesting. I think. Whiskey, Tango, Foxtrot, over. When does it get the counters? Or do you mean "gets -1/-1 for each land you control", etc.?

Creature - Ooze
Deathtouch, Trample, Menace
Confused Ooze gets +1/+1 for each creature your opponents control and -1/-1 for each creature you control.

Shy in the presence of friends, savage in the presence of enemies.
For each land. It's not Landfall, but it works like that. Once it's in the battlefield, getting what type of counter depends on how the land enters. I've made it wordier now to clarify.

Enchantment
Replace each instance of the word "Lose" with "Loose", and vice versa. If a sentence makes no mechanical sense as a result, it does nothing.
"I will not loose!"
At a Loss (1)(W)(R)
- Enchantment
- Whenever any instance of the word "lose" is changed, put a loss counter on At a Loss.
- If the word "lose" is not used at all, not used properly, or was improperly substituted with "loose", put a loss counter on At a Loss.
- At the beginning of each upkeep, you gain X life, where X is the number of loss counters on At a Loss.
- (1), (T), remove a loss counter on At a Loss: At a Loss deals 2 damage to each opponent.
- "I'm at a loss for words."

i care but i'm restless, i'm here but i'm really gone, i'm wrong and i'm sorry, babyThis would have fun with that.
I'm reading this because it's interesting. I think. Whiskey, Tango, Foxtrot, over."For each counter on a noncreature permanent you control" No, it wouldn't.
I made it specifically so you couldn't do +1/+1 counter bullshit with it. That'd just be way too boring, and a waste of its potential.
I don't even know what its potential is, really, but I know there're at least two noncreature things that let you win if you get enough counters on it, and then the only challenge is casting this thing at instant speed. Or, y'know, finding something that does stuff with only counter removal as a cost.

i care but i'm restless, i'm here but i'm really gone, i'm wrong and i'm sorry, babyThis might work better with it. Almost too well, in fact. But then I think it'd be a neat card for Limited.
That's what I was looking for. I thought it checked at your upkeep, though. :/ Damn.
Also, I dunno what in Limited would have a use for this, except maybe to make a Planeswalker overpowered. Maybe I should add "nonplaneswalker" to that.
EDIT: I'm currently browsing Gatherer for cards with "remove a counter" abilities. Lotta mana farms, not a whole lotta other stuff. Coupla annoying blue pause buttons, though. :/

i care but i'm restless, i'm here but i'm really gone, i'm wrong and i'm sorry, babyWell, that's the thing - presumably, this card has a limited environment that it's being made for. Maybe it's part of a whole "noncreatures matter" set.
Noncreatures only? Makes it bad then. Makes Vivid Lands useless after the turn it's cast; forces a lot of enchantments to be sacrificed (rather than being used) at the end of turn; has the potential for infinite mana like through Druids' Repository, but only before the end of turn.
It's at its most useful as a very convoluted way of forcing someone to sacrifice enchantments where the lack of counters matter (or a certain amount thereof).

I'm reading this because it's interesting. I think. Whiskey, Tango, Foxtrot, over.Hell if I was thinking that far into it, or if I ever do; I was just responding to Entropy's loophole and making a reference at the same time.
It was meant to be a wincon attached to various cards, most of which you'd need to cast it at instant speed to make work. And, hell, a lot of cards can make infinite mana a wincon.
EDIT: I mean, what kind of block is At a Loss supposed to go into, if you're gonna read that deep into a random card? Exactly.
