I kinda like it, although I dunno about the name. :/ Something like paralysis counters or something, or lethargy?

I'm not happy with "untap" counters either, since some of the things they prevent don't actually require tapping, but it seems to me that "this creature is strictly passive until you pay mana to remove this counter" is a tool with a lot of possibilities, and should be named something that wouldn't force it to take the same flavour every time (like -1/-1 and +1/+1 counters aren't called "infect counters" or "module counters").
Mana counters, maybe? Or lock counters? Null counters?
Also: as worded now, you could block a high-power Traumaturgied creature with a 1/1 that would then just sit around uselessly on the battlefield for the rest of the game, or alternatively discard your entire hand. The obvious choice clutters the board. :P Maybe a creature with mana counters equal to or greater than its CMC dies or bounces as a state-based action?

...I dunt get it. :/ That's basically just a self-bounce spell that infinite chains itself.
It'd make an interesting Prowess engine. If you suddenly decide you need a fatty real bad, just bounce all your lands. It pretty much goes wombo with ETB effects, though; Bolas knows what havoc you could wreak with that.
I am pretty sure there's a punchline to it that I'm missing, though.
Making one permanent legendary doesn't make other permanents with the same name legendary, and I'm pretty sure the Legend rule only applies per player now anyway.
...And probably was always a state-based action.

It's colorless? Hmm. Fluffwise, I could see it being connected to the way that It That Betrays keeps its victims from dying.
*looks up It That Betrays* ...How so? Also, I kind of expected something called It That Betrays to have, y'know, some kind of drawback. Its victims betray, but It doesn't, as far as I can tell.
Also, it's mainly colorless because I didn't know what colors, if any, to give it anyway. :/ I'm not even sure what color would benefit from it most.

This spell can create situations where that doesn't immediately kill you, just like having that arrow through his head isn't killing the poor guy in the card illustration.
It'd only be a loose thematic link, really.
And you're not the only person to think that about It That Betrays.
The name, I think is solid; plenty of cards have built-in bite-you-in-the-ass effects that you just either work around or enjoy when it makes the game go batshit (mostly with red).
The thing is that Its name has no real link to what it does; even if it gives you Phage or the Persecutor, It hasn't Betrayed you; It just Did a Derp.
EDIT: Also, I'm kinda waiting for someone to find a batshit wombo combo that makes Lag Singularity eat the game and shit out cotton candy and livers. I'm too lazy to look for one myself, but surely fucking with such an integral rule of the game fucks up something.
