He needs to bide his time some more and find out more about this group. One thing he was sure about though-this Beat is in no way responsible for the death of Norma's old boyfriend like she believes-her almost chewing him out for threatening random bystanders is too large to ignore and she doesn't seem to be regretting any past accidental killings in the past.

Xavier: There were plenty of guards all over the place, but also a handful of blind spots and places to hide. I could probably get past most of them with some parkour if I keep especially quiet. Take out a few guards, maybe.
