If she wasn't there to get stabbed by Nu, Hakumen wouldn't have had the rage motivation necessart to permanently cripple that Yandere bitch . 
So, in short, Tsubaki's ultimate role is to be the Disposable Woman who motivates Jin and Hakumen when she is disabled by enemy forces (whether that's being brainwashed, killed or on the brink of death).
Does Mori love fucking his own canon? Last person I knew who fucked their own character's relevance for the sake of plot went by the name Stephanie Meyer...
