Plus she is trying to fix herself. Sorta. I mean, she's doing about as well as one would expect for a psychopath trying to treat her own mental disorders with no help or specialists. I don't think I would trust an AC therapist though.
I think they're genuinely loyal to her and that she just treats them like crap sometimes. Is that better or worse?

I mean, it's definitely not as evil as brainwashing people into adoring you.
Mikoto has a big enough following that Misaki felt mildly threatened by it, so I think someone in her position wouldn't need to use her powers to make people slavishly devoted to her. She just uses her powers to weed out The Starscreams and anyone else problematic.
There's a serious difference between being a friend and literally being willing to be mind controlled by someone, I think.

Despite Mugino repeatedly saying she didn't care about Accelerator, in NT 6, she saved his life and then snapped him out of his Heroic BSoD enough to cure his Death Seeker tendencies. She is also protective of Fremea. She has a heart, even if she is an asshole.
So, Kill Point is also in the next chapter. Cool. First time another teleporter has appeared in Railgun now that I think about it.
He's the guy with the really janky "can only teleport to places people aren't looking at" teleportation, right?
Nah, he's just not smart enough to completely do the 11th dimension calculations, so he has to use people as destination points as a crutch. This works out as him always teleporting behind someone.

Maybe he could? The nature of his power was just a guess by Accelerator after all. Probably the only real difference between him and a true Level 4 Teleporter is he can't teleport into places that he doesn't know the layout of. Since teleporters normally don't like doing that anyways, since they could accidentally telefrag themselves, he's not significantly worse than a normal teleporter really.

I've got new mythological machinery, and very handsome supernatural scenery. Goodfae: a mafia web serialVolume 19, that Depart guy. To be fair though it's an illegal industry in AC, and they sent Accel to murder the crap out of the guy. They don't exactly endorse it.
If Kuroko really did something like that, then she's a genuine creep. As in, not even close to funny what the hell is wrong with you Kuroko kind of creepy. So I doubt she did.

At times like these I generally remind myself that technically every Esper in the city is insane. Especially the high-level ones.
I really don't think Mugino is portrayed sympathetically. She's a more or less unrepentant, violent murderer whose sense of morality is basically "If Hamazura doesn't see me do it, it's totally fine."
