Um, pretty sure she just meant she could order they be killed right now I mean she has them held captive in a cell. I don't think there's any more meaning to that than the obvious.
And if it was just as easy as "Seize them because they're in her territory" these marriages would treated as nearly as big a deal as they are. If nothing else, her own code probably wouldn't allow her to do that.
But anyway, it's not like this is the first time this has happened. We were told of all the other people from the Worst Generation who tried this and they were all dealt with.

Which of why one of them pulling it off will damage Big Mom's rep as much as it boosts Luffy's, at least.
Define "pull it off" though. Because all of them made it out alive, and I don't think most of us expect Luffy to straight up beat Big Mom here.
I suppose ruining one of her important political marriages and defeating (another) one of her Sweet Captains is impressive, though.
If they make off with her Road Poneglyph that could definitely be a hit to the reputation, methinks.
But how many people actually know about that though? The government would definitely care about that, though.
Speaking of Road Poneglyphs, you know how no one's quite sure where the fourth Road Poneglyph is? Here's my probably-very-inaccurate guess:
The fourth Road Poneglyph is currently in Marejois and in the hands of a World Noble. The World Noble is unsurprisingly a dumbass and brags about possessing it, confident that their status as a World Noble will protect them. This causes the Beast Pirates, the Big Mom Pirates, and the Blackbeard Pirates to descend upon Marejois to grab the Road Poneglyph...right as the Reverie is underway.
Yeah, probably not going to happen, but it would be pretty funny for the sheer chaos it would cause.

If Big Mom seizes Germa but Judge and the Vinsmokes escape Big Mom could tell Caesar she will extend his sentence to six months if he looks it over because he is probably one of the few people on the planet that could understand the technology.
And this manga will probably be over by six months in-story time.

There is no Germa without the Vinsmokes. Everyone who works them has had absolute loyalty programmed into them and would probably just destroy the technology instead of letting someone take it from their masters.
But again, your assuming just going "I'm taking your stuff by force" would be something she would do or wouldn't have consequences. That would set a very dangerous precedence and would likely make people much less likely to enter into these alliances with her. Not to mention any possible rebellions it could usher in with existing people.
And it's also just assuming it's something she would do. Her word seems to actually matter to her. If the marriage doesn't go through, I don't see her forcing anything.
Big Mom's thing is only trusting blood ties, isn't it? That's why she has all these arranged marriages yet casts out her own husbands so easily. Just taking the Germa stuff or forcibly recruiting them doesn't really fit her MO.
Reminds me of the Draketooths.

- Looks like we're getting the first major conflict between Linlin and Judge. Given how much of a Control Freak Linlin is over her family, I doubt she'll want Sanji and Pudding living on Germa.
- Chopper and Carrot did great in dealing with Brulee. I like how the way they won wasn't just using brute force, but taking advantage of the environment to take out their enemies quickly and efficiently.
- Poor Brook. Did so well against the Big Mom Pirates, but now has to contend with Big Mom herself. Here's hoping he can get away. Oh, and nice skull joke.
- Yikes. Turns out Pedro had fifty years of his life taken by Linlin.

Honestly, the only reason she has apprehensions about marrying him is that it would take him away from his crew and put him under Big Mom's control. The Straw Hats simply need to help those two elope.
It occurs to me that Judge can't be the first person to think "we'll take the bride/groom as a hostage". Which leaves me wondering what Big Mom has to counter that.
If the marriage falls through, Big Mom could also just seize Germa by force. They are on her island and they would be sitting ducks.
Big Mom said last chapter that she could kill someone without being physically present, which implies she has a long range attack.
