I think Jinbe will lose a leg, which won't matter nearly as much for a fishman (and we've seen what legless Kyros could do anyway).

Why would we? There has been nothing to indicate there was more reason to that other than "Oda wanted him to live so he did."
That's probably right; it's just been on my mind due to recently having been thinking a lot about the portrayal of death in fiction, likely born out of my irritation with tropes like C-List Fodder and Stuffed into the Fridge in Western comics. OP for its part has the opposite problem.
I honestly have less of a problem with OP's way of doing things. It stretches disbelief that the various Mook Horror Show examples don't seem to lead to piles of corpses, but i'm fine with named characters just getting badly maimed instead of killed.
I wouldn't mind him not killing people if he didn't constantly act like he was going to and then either back out of it at the last second or, even worse, just shows them fine later with no explanation of how they survived.

The Jailer Beasts in Impel Down recovered consciousness very quickly, which was attributed to their awakened Zoan fruits. Whether or not it was Oda's original intention for Pell's survival to be a plot point, he could use it now as a way to explain awakening.
You can fill the gap with any amount of fan wank, like that he dropped the bomb a second before it went off but kept flying up, putting a bit more of a gap between him and making sure the explosion pushed him upward until he lost momentum, making the fall less severe or something.
The explosion was supposed to kill everyone in the city right? Even if he did drop it before it exploded him getting enough distance between himself and it to survive is still ridiculous.

He could have just flown up to a massive height, thrown the bomb up, then divebombed down like the peregrine falcon he is.
