Arf/Chrono interactions don't really happen much anyway, though. And their roles are too different to compare their personality.

For the first series, separately, I would recommend Chrono's first actual appearance and the immediate consequences (where he hands Fate her rear on a platter), and Arf's deciding to attack Precia.

What makes you think that this is the case? Nowhere have we had any hint of Mid developing cures for diseases such as cancer. Sure, there is healing magic, but even it can't heal everything. See Precia. The only really advanced medical tech that we've seen were the cyborgs, which implies genetic manipulation. However, those have been the work of rogue scientists and the research has been declared illegal.
So then I ask you to provide examples to confirm your claim that TSAB is running a dystopia and withholding lifesaving technology from Earth.
It would also be nice if you could tell us why exactly should TSAB reveal it has any specific piece of advanced technology to the Earth governments. Considering both ours and the Belka's track record, I don't blame them in the least if they are extremely weary of revealing anything about themselves at all.
EDIT: I've forgotten to mention the most important thing: TSAB tech runs almost exclusively off of mana which is converted to other forms of energy. While it might be possible to use regular power generators for some devices, there's absolutely no guarantee that the current tech would be compatible with TSAB machinery.
I suppose it's possible for TSAB to provide the whole line, but that's inefficient and the old goons in the energy industry would probably try to suppress it as hard as they can.
