I think anime in general tends to have pretty lacklustre villains actually.
Although I think Orochimaru was both visually interesting and creepy enough to qualify.

Other than him, Sakyo in Yu Yu Hakusho. How many villains have the balls enough to not only put their life on the line but then calmly accept death when they lose? Not many. He seemed to be one of the more realistic depictions of a psychopath. in anime.
