That's the thing about worldbuilding. It works better if you have the story and build the world around that.
Unless you are building a world for a game (tabletop or video). If you like things like D&D you could always do that — just make the world for players to explore in.
Then you can basically outsource the plot-writing to people playing the game since playing a tabletop game is basically about making a story with a bunch of folks!

Like, if you are running two plots at once, you should probably keep track of how long the events are realistically taking, so that it doesn't seem like the characters are in parallel universes that run on Narnia Time.
But to be perfectly honest most readers will probably just chalk that up to the MST3K Mantra and not worry about it even then.
