D Roy - one of the big issues is that you need a good knowledge of logistics over everything. Before you can fight, you need to feed and equip your soldiers. A soldier who lacks either simply can't fight.
It is though often good to study for the lower level officers who are in combat, even if they're commanding behind the front lines.

That'd be more efficient that the real Risk Management.
They're so shitty that they secured key nuclear power stations with steel fences that could be cut using garden shears.
They also, again at a nuclear station, put up just three security members who then fell asleep on the job, causing an almost national security risk when people not very liked by The State waltzed right into the place. Not to mention that the place had such lax automated security anyway (by Risk Management also!).
