Syera - that really depends a lot on what the witches in the story can do. If one of them has say, Rogue's power to copy skills and abilities, both tropes can work side by side.

The title Powers as Programs makes me think of magic computer programming.
You know the analogy they're going for doesn't really make all that much sense... I mean it does, I suppose it's going for the idea of generalization in programming, but I think it's unnecessary and somewhat confusing that they try to shove it in. And the page quote isn't really helping.
