I think this is a sub rosa recruiting tool - make everyone do boot camp and be exposed to military culture. You're not going to have anyone combat-ready after a month's training, and there's no real chance of France being suddenly put on a war footing.

But for some countries that use conscription like Singapore and South Korea, you can't entertain that thought since the alternative is serving time in a military prison. IIRC for Singapore, you most likely will have a hard time living there like getting social benefits.

Si Vis Pacem, Para PerkeleI know that Singapore has the option of doing your conscription service with the police or civil defense force (Basically ambulance/fire department rolled into one).
For SK, exemptions are given to athletes who get medals (Gold in Asian games). There's supplementary personnel like police officers and social workers. The time needed to serve depends.
News of conscripted persons usually don't make the news that much. Emphasis is always on the military side of things.
Otherwise, there are cases of evasion towards celebrities and rich persons who have dual nationality or use fake medical reports.
Some news I remember hearing is using non-military services as a means to get away from when the assessment mentions that the person is fit for medical service... Not sure if I heard it right or I got some details wrong.

Also, this particular conscription is one month long. You can tough out anything for one month and then flip the bird and go back home. The people that this particular net is supposed to "catch" are people who weren't too keen on joining up but who find themselves fitting in during their mandatory month of exposure.
And it's highly unlikely that France won't implement an alternative service for COs. Singapore and South Korea are both countries where the Western concept of civil rights has not 100% penetrated, while France absolutely does recognize such a right.
