Not all Foils have to be intentional.
The point of a Foil character is that in a reading of the work, the two characters are primarily read in contrast of each other. They highlight each other's traits through their differences.
That makes Foil a trope in the domain of the reader. Not the author.
Counterpart Comparison is about characters being similar. Not them being different.
It's also a trope that's more about how a character is reacted to than how it is interpreted.
Like. I guess interpretation is a kind of reaction.
But.
Like, to be a Foil in a literary sense means that you understand a character by looking at how they're different from another character. You understand them by seeing who they aren't.
Counterpart Comparison seems more like how x character is similar to another. And if you like the one you like the other. Or not.

If characters don't even interact or have a meaningful relation to each other or their plotlines, they're not foiling one another. They're just two characters that can be compared and contrasted. There's an element of character dynamic that's essential in whether or not two characters are foils.
It's the same thing with Expy and "two characters that have similarities," which similarly gets misuse on the wiki.

And if a contrast between characters isn't intentional, as we apparently know this to be, then itis an Audience Reaction and doesn't go on the main page. "Some audience members think the characters contrast each other in some way" alone is such a uselessly vague thing that literally every character would be foil to another.

I mean, there have to be better ways to shrink yourself. Wouldn't it have been better if the time machine had been damaged in the fight with Trunks and the trip through time had actually made Cell younger?
