Agreeing with Clarste here; official Visual Novels just have tons of staff, like the KEY ones, and even those that used to be doujins (Ryu07) now have lots of staff as well even if only one person is doing the writing and the ugly drawings.

"Low production value" usually means lower quality than the things you compare it to. It is said for works that don't look valuable. For example, compared to other webcomics, or even comics, XKCD has low production values, Ctrl Alt Del or Misfile has mediocre production values, and something like The Meek has high production values, even if they cost the same money.
Visual Novels have "low production costs", meaning that they are measurably cheaper than some other things thats production cost money, in the same way as literature, or music, has lower production costs than blockbuster films.
To say that the average visual novel has low production values, as in "quality", you would need to compare them to other genres, like anime, but that would make as much sense as comparing books to films, films to Anime, or Anime to comic books.

THIS IS AWESOME! I don't know if my previous experiences (Fate Stay Night and Clannad) had unusually low production values, or this is the outstanding one, but I'm amazed at the amount of unique artwork, and other little touches, like lip and eye animations.
The narrative is also interesting, the lack of a single Audience Surrogate narrator protagonist, and the pairings not being optional, both increase the feeling that this is a proper romantic story and not just some overglorified wank material for the otaku.
Only the ero scenes are infinitely worse than in Fate Stay Night, too much moaning, screaming and "no means yes". Though that comes from someone who actually liked the ones in Fate, so take this with a grain of salt.
