  • Name: Casey Jones
  • Age Range: Young Adult
  • Species: Human
  • Character Role: Vigilante
  • Canon: Yes
  • Personality: Casey is a little kid in a grown man's body. He's cocky and brash, always thinking with his fists. He's playful and eager, but is immature and has a serious temper. Part of this is his general frustration, but he has a strong sense of justice. After being on the receiving end of his father's beatings, he doesn't want to see anyone else suffer, but there's only so much he can do. Between school, his father and an increasingly unjust world, he feels powerless. Beating up gangsters helps him blow off steam, but as far as he knows, it's the only way he can make a difference.
  • History: Casey didn't have the best experience growing up. His mother was as sweet as could be, but his father ran the Purple Dragons. Calling himself Hun, he was a callous brute, ruling the streets with an iron fist. That all changed when he met Casey's mother. Their relationship wasn't perfect, but they brought out the best in each other. Once they had Casey, he settled down and left the Dragons, turning a new leaf.
    • For the next ten years, things were good until Ms.Jones came down with cancer. After she passed away, Hun returned to his old ways. He returned to the Dragons and got back in shape, but it wasn't enough. Filled with anger and grief, he used Casey as an outlet for his frustrations, turning him into a punching bag. At first Casey took it, but there was only so much he could take. He starting playing hockey and taking boxing lessons, chanelling his anger without taking it out on others. As soon as he turned 18, he disowned his father and left for college, desperate to turn his life around.
    • But it wasn't so easy. Casey was determined, but he wasn't brilliant. He struggled in school, coasting on his sports scholarship with little to show for it. He was on the verge of dropping out when he saw a news story on Nightingale, the city's latest vigilante. Angry and desperate, he was struck with inspiration. Wearing his old hockey mask, he put his anger and skills to good use, beating up punks and hoodlums with his baseball bat. He knew it was crazy, but it helped blow off some steam. After testing the waters, he honed in on the Purple Dragons, eager to make a difference and give his old man a trouncing.
  • Talents: Casey doesn't have any special powers or gifts. He's tough and strong, but he's not superhuman. He's a decent boxer, but he's not a prodigy. What he has is pure rage. Whenever he gets good and pissed, he's all but unstoppable. He's not the smartest tool in the shed, but he's incredibly crafty. He's also self-aware. Not everyone takes him seriously, but he uses that to his advantage.
  • Assets: Casey doesn't have much, but he's got enough weapons and sports gear and memorabilia to fill an armoury. He has a dedicated storage unit near his dorms, filled with bats and hockey sticks and anything he can use as a bludgeon. He can call his friends from school when he's in a pinch, but but they're not always helpful.
  • Influences: IDW and '03. He has 03's personality but his backstory is cribbed from IDW, even if it's more straightforward.
  • Other Details: Casey is a huge sports buff, especially hockey. Ask him about his favorite players and he can ramble on until the cows come home.
    • Cassandra is his cousin. They haven't seen each other in years, but they keep in touch. He doesn't know she's Nightingale, but she's a major inspiration.

  • Name: Old Hob
  • Age Range: Early middle-aged
  • Species: Cat Mutant
  • Character Role: Terrorist/Rebel
  • Canon: Yes
  • Personality: At his core, Hob is a jaded cyncic. He has a rough charisma and knows how to be friendly, but he's not sentimental. He's cunning and shrewd. He knows how people think and can play both friends and enemies like a fiddle, but has enough wit and tact to keep everyone happy. On the surface he's a rebel, tearing down the established order and giving mutants a place to belong. But deep down, he's a sad little kitten lashing out. He's been hurt and is still hurting and doesn't know how else to process it.
  • History: Old Hob used to be the sweetest little thing. Before he was mutated, he was an ordinary housecat. He lived in a cozy little apartment with his owner and got all the pets and cuddles he could want. Unfortunately, his owner was ten years old and never cleaned Hob's litterbox. After one mistake too many, his owner's mom got fed up and threw him out into the nearest snowbank. With nowhere else to go, he wandered the streets, looking for his next meal. He grew old and weary, but he still wanted to believe in humans. That changed the day the mutagen bomb hit. Most of those affected were human, but Hob was one of the lucky few that weren't. He was close to the blast, enough to get a concentrated dose. In minutes, he was already changed.
    • After living on the streets of Mutanttown a few weeks, his intelligence had grown immensely, but so did his cyncism. He asked everyone he could for a play to stay, but no-one would take him in. He had also looked into the catosprophe that changed him in the first place and the results chilled him to his core. He didn't know the full details, but if any human was willing to do something so horrible on such a vast scale or use the fallout for their own gain, what did that say about the species as a whole?
    • Over the next few months, Hob asserted his presence. With a mix of cunning, brute force and sheer gusto, he formed Mutanttown's premier street gang, the Mutantanimals. At first he was content with throwing his weight around, but he had grander ambitions. After securing a route between Mutant Town and the rest of the New York, he began working as a smuggler. He could get you anything and anyone for a price. Using his new position, he built up a considerable network and resources, stocking up on as much as gear and ammunition as he could carry. Before long, he was ready. With his recruits and resources in place, he began his crusade, targeting key Stockgen facilities under Baxter Stockman. According to Hob, mutants were suffering and humans were to blame, but Stockman was the biggest offender. His goal is to bring down Stockman and turn Mutant Town into a safehaven for mutants, no matter how many humans he kills in the process.
  • Talents:
    • Allycat: Hob has the proportional abilities of a cat on top of the standard mutagen perks. He's stronger than a human, but his real talents are his speed and incredible agility, always landing on his feet. His claws can cut through solid steel and he can scale walls that even the most skilled rock climber would have trouble with. His hearing and sense of smell are superhuman and his sharp yellow eyes can see in the dark with ease. His instincts give him a danger sense and can overtake him if he's not careful, but it doesn't bother him any.
    • Revolutionary: Hobs is a gifted mercenary and skilled tactician. He doesn't have much experience, but he makes up for it with intuition. He's a natural with munitions, skilled at planting bombs and aiming bazookas with incredible accuracy. He's loaded for bear, filling his trenchcoat with all the ammo he can carry. He knows the city like the back of his hand, largely due to his years on the street. With his knowledge of the terrain, he can plan small-scale guerilla operations and carry them out with ease, but he isn't afraid to get messy.
  • Assets: Hob's biggest asset is the Mutanimals. Once a street gang based out of Mutant Town, they've since evolved into a pro-mutant terrorist organization. He has a vast network of connections and uses them to get in and out of Mutant Town among other things. It's useful for grabbing new recruits, but he runs a small smuggling operation on the side. It's not much, but it funds his operations. He has warehouses and safehouses across town filled with munitions and can sell them in a pinch, but he keeps most of them for the Mutantanimals.
  • Influences: IDW. As of 2023, it's the only thing Hob has appeared in.
  • Other Details: Has an eyepatch over his left eye. Doesn't talk about how he got it.

  • Name: John Wayne Bishop
  • Age Range: Adult
  • Species: Human (Debatably)
  • Character Role: The Government Spook
  • Canon: Yes
  • Personality: A rather smug and quiet individual who views himself as the first and only major defense of Earth against alien threats. Agent Bishop has a bit of a sadistic streak but can reign it in when needed, with an almost encyclopedic knowledge of aliens, alien behaviors and so on, Bishop will do anything to defend the Earth, no matter how many people he has to hurt in service of protecting the populace at large from a threat. He is not without mercy however, and can be relied upon to always uphold his word and try not to actively hurt civilians in his crusade. He has recruits after all who make for far more willing test subjects.
  • History: An agent and the founder of the EPF, Bishop has had a long history serving the states and its interests, with the events going on New York he set about making a base there to observe long term events. From Superheroes, to Mutants, to the gang wars, and the unfortunate Mutagen Bomb incident of the last year, Bishop operates in the background.
  • Talents:
    • Master Combatant - You don't get to be the leader of the EPF without being able to kick serious shell.
    • Photographic Memory - If he's seen it, he's memorized it. Bishop does not forget, he merely fails to recall fast enough.
    • Enhanced Physiology - Bishop has made use of his government backing and experience hunting aliens
  • Assets:
    • Government Backing - Really the only thing that needs to be said, as a government agent for a Blacksite that does not officially exist, Bishop has access to all the resources he'll ever need. Weapons, funds, soldiers, etc.
    • Stockpile - Aliens have visited before, he's the reason why nobody has heard about it. Their technology rather than just be destroyed, is stored and studied, after all... you never know when you'll need it.
  • Influences:
    • 03 - The biggest influence as where it's the character originated, and more or less defined him that other depictions have yet to really meet. This Bishop takes a lot from that one, as it is what made Bishop... Bishop.
  • Other Details: History, much like Shredder's will be revealed in time.

  • Name: Doctor Mayor Doctor-Mayor Baxter Stockman
  • Age Range: Adult
  • Species: Human
  • Character Role: Mad Scientist/Mad Politician
  • Canon: Yes
  • Personality: An egomaniac on a bender, Stockman is a legitimately brilliant individual whose technological innovations could revolutionize the world, but too hung up on proving himself the smartest to do otherwise. Smarmy and likes to talk and talk and talk, but intelligent enough to keep his cards close to his chest and play nice when needed. If you can get on his good side (if it exists) then you've got somebody with resources and power to back you up.
  • History: Baxter was once a good kid, bright with a positive future despite his family's turbulent relationship. Living with his mom was good, until she got sick, from there he slowly spent more time with his father who beat any sense of good out of him. Stockman learned that life is like a game, winners and losers, and his previous idealism was worthless, with that, he aimed high and eventually built a minor tech empire. His mousers were elite and were going to change things up for him in exerting power, until 4 genetically altered Terrapins poked a pin in that particular plan. Stockman from there developed a special hatred of them and spent his time facing off against them, until the Mutagen Bomb nearly a year ago. Stockman took advantage of the panic to set up the Quarantine zone with his company, and with the good will soon became Mayor. Now he's enacting policy and with the former Mayor stuck in Mutant-Town, well it doesn't look like that'll be changing anytime soon.
  • Talents:
    • Backup Plan - Stockman's plans have wheels within wheels, and he always has a back exit, it's how he's survived so long.
    • Technological brilliance - Sure he's ego driven, but he's constructed robots, cyborg weapons, powered armor, and even set up the containment systems in Mutant Town. Best be assured he has some form of technological superweapon ready.
  • Assets:
    • Stocktech - His company, despite his turbulent history, it remains there still backing him... even if unofficially.
    • Mayoral Power - He's the lead politician, surely this can only end well.
  • Influences:
    • Mirage - Minor influences of the lack of empathy and assurance that he is smarter than everyone. Have to include this as Mirage was a big influence upon the 03 version as well.
    • 03 - Biggest influence in backstory and overall tone, just minus the mutilation, but very much keeping the attitude and smug superiority.
    • IDW - Adapted elements of his IDW backstory, as well as his current role as Mayor.
    • Possibly Lex Luthor - Rich super genius politician who hates our heroes and views himself a superior to others? Whom else?
  • Other Details: He is the Mayor.
