While it's preferred that they be separate, a trope page can have the same image as a work page or a character image from a Characters subpage. In these cases, a thread should have at least one replacement suggestion for either page.
Duplication is only really thread-worthy when it's two tropes having the same pic, not a trope and a work. For the latter case, you can change them so that they're different, but you need suggest a replacement idea first.

So I was reading through the image suggestion thread and came across this post
with a suggestion for The Burger King Kids Club Gang that I thought seemed familiar — sure enough, a very similar image is on Five-Token Band. Unfortunately the immediate next post said they could just add the image since it was a works page, and now we have a dupe problem.
The images are the exact same, but the Five-Token Band one has a different background and is much worse quality.
