The Avengers (2012)? He doesn't do anything villainous in the first pic but is composed and has some unfriendly design cues (Horns of Villainy, Secondary Color Nemesis), and looks way more roughed up and emotional in the second.

However, the top half comes not from M but rather from The Maltese Falcon, picturing Peter Lorre in a different role entirely.
