I don’t think “willingly” being underequipped is a requirement for the trope.
It is according to crazysamaritan in this recently-launched thread.
Edit: It's being tasked to do something under-equipped despite having access to better resources, so I was a bit off, but the image doesn't show that, either.

Yeah, you were pretty off there before the edit. Neither crazysamaritan nor myself said anything about the hero being willingly underequipped. I don't know where you got that from originally, but at least you caught yourself, so NBD.
Anyway, since it looks to me like we're going to clean up the page to focus specifically on examples where Bob could adequately equip Joe to do a task for him, but doesn't, the image definitely needs to be changed. There might be some print or webcomic where it's illustrated nicely, but I can't think of any. I think maybe a couple of screenshots from a game might work? The first screenshot could be, say, a king commanding a hero to kill a dragon, and the second is of the hero's inventory screen showing he's only equipped with rags and a kitchen knife? And then maybe some captions for both screenshots, like "what you're asked to do," "what you're given to do it with"? That's probably dumb. I dunno. Just tossing out ideas, here. I think I'll focus on trying to clean up the page itself.

As I noted it also in the Trope Talk thread, nothing in the trope description says that the character needs to have the resources to use better equipment. With that in mind, I'd keep the current image. At least until the definition is cleared up.

The image shows that Anne is underequipped for fighting the robots, but it doesn't indicate that she is willingly underequipped for the task. Instead, her ragged, disheveled appearance implies the opposite.
