^ It's already been launched. When I launched Bait-and-Switch Suicide, there were no hyphens in the title, but those got added later. Yesterday I checked to see if quotation marks were added to An Alien Named "Bob" and there still weren't any. Checked again today. I came here to remind anyone who has the power to do so that quotation marks need to be added.

Did you read the linked page? Users need to request that punctuation be added, and it can only be done after a page is launched. They don't get automagically added post-launch.
It is likely that someone else requested it for Bait-and-Switch Suicide because all the Bait-and-Switch subtropes follow that punctuation scheme. But looking at the Wiki Word feature for An Alien Named "Bob", nobody has requested anything. I'll leave it be so you can learn about how to do it, but feel free to post again if you get confused.
