Things like this should generally be taken to the Trope Launch Pad, but in this case I really don't think this works. It just seems too hyper-specific. You're definitely gonna need more than three examples (bare minimum is ten).

Three is the minimum needed to establish a trope pattern, but in practice we won't launch a trope with just three examples. I don't think ten examples is a hard requirement, but it's a good idea. That being said, you can always start a draft and see if people have more examples.
Thing is, Halloween Episode is a thing and already talks about The Simpsons Treehouse of Horror specials. Pointing out Halloween episodes that specifically Shout-Out those specials just seems redundant. If this does go to TLP, I'd rather it focus more on the paragraph regarding how some Halloween episodes play up non-canon, self-contained storylines with outcomes/elements you wouldn't see play out in the series otherwise. I can see that as a legitimate subtrope.

^Pretty much. You could do Horror Anthology Episode (with Treehouse of Horror as the Trope Codifier or something) and see how that plays out.

Basically the trope description I have in mind for the trope is this:
Treehouse of Terror Episode
A special Halloween-themed episode of a show that uses the same format as the Treehouse of Terror episodes of The Simpsons, being an episode divided into three sketches that are usually parodies of well-known horror stories/movies/characters/tropes.
Often times, the episode will be non-canon, meaning it can be used to do things that wouldn't happen in a normal episode of the show, such as featuring supernatural elements in a normally down-to-earth series, or killing off major characters.
