Depends on who's sending it, we are actually yet to decide on a "global herald".
TroperWall / WikiMagic CleanupWell, in my head it was going to be sent by the system so to speak. I don't think anyone would want their inbox to be flooded with 20+ welcome messages everyday. People have other resource to use for questions so I don't think they need to interact with an actual person.
