Here's some advice, point by point:

  1. When making a sign-up for your RP, you should have a title indicative of the setting and story you're trying to aim for. Simply calling it "forum roleplay sign-ups" gives no clue to other players what they'll be looking into and they'll more likely than not skip over it for other, more developed RPs.
  2. Once you have a title, your sign up should actually say a bit about the setting you're intending - a few paragraphs to help flesh out the world you're trying to portray, the going ons you want your players to be involved in, whether it's a fantasy or a sci-fi setting, whether players have abilities or are just ordinary people, etc. If players don't know what's going on, how can they know whether or not they'll be interested? What I typically do is I have a few paragraphs to lay out the setting groundwork for players to have an idea of what kind of RP I'm aiming for, then I break character to introduce the RP out-of-narration to more concretely address the players.
  3. Some, but not all, RPs like to lay out a set of rules or guidelines for players to follow for etiquette or courtesy purposes. Some can be general - don't be a jerk to your fellow players - or some can be roleplay specific.
  4. Most RPs here provide a character profile template so that players know what kind of roles or character archetypes have been filled so that they can diversify the cast. It also helps you, the person running the game, to know what each character's limitations are so that the player doesn't just pull abilities, skills, or gear out of nowhere. Here is an example profile, with the formatting turned off so you can easily copy and paste it:

It's where people put the other things that don't quite fit into the other categories.

Like notes, basically. To help yourself/other people get a feel of your character.

  • History: Dontay grew up in a harsh world where powerful monsters known as demons ravaged the people. Since he was born, he has eked out a harsh existence, living by his wits and his gunmanship.

  • Abilities: Dontay has lived his life as a Devil Buster, one who fights demons. If you really wanted to, you could just call him a Monster Hunter, but where he's from all the monsters are demons. He does this via a combination of combat skills, equipment, and can even use a little magic via his demon summoning.

    • COMP: Dontay owns a COMP, an arm-mounted personal computer that fulfills a similar societal role to the smart phones of our world. It also has integrated camera functionality. It can be charged by plugging it into any wall outlet.

Yeah, I'd suggest putting up a story or at least a concept to get possible players interested. Think of this signup sheet like an advertisement. Roleplaying games are experiences and most people have a limited amount of time for writing that won't make them money and won't be personal in nature. So while it is free they still need to "buy" by paying you their time. So show them why they should give you that time and writing, what are they going to be playing, even if it is a sandbox what can they expect you to be doing? What NPC are you going to be? Is this a huge fightfest, a character focused drama? A crossover where a bunch of heroes try to save this new world? A meta-gag game?

Sell people on it and people will respond positively.
