Basically, there is a supernatural entity that live for the self-destruction (i.e. rebellion and inssurection) of civilizations. But as much as it would like to permanently wipe out civilization (not humanity, just civilization), it can't do so because without nations to burn it would perish.
Thus, it treats civilizations like crops to be harvested; it leaves just enough survivors to rebuild a new nation or empire so that it be burned down as well.
This has probably been done before but I want to know which works contain such an element. I want to see how the heroes try to stop such a malevolent entity.
