How would a show with LoadsAndLoadsOfCharacters have a BottleEpisode?

A Bottle Episode is typically done to conserve resources isn't it?

How would a show with Loads And Loads Of Characters manage to do this, while keeping regular characters in for contractual reasons (if Person Of Interest had a Bottle Episode, Finch and Reese wouldn't have been absent, they were in every single episode.

Game Of Thrones has over 200 characters, so fitting them into a Bottle Episode (for the ones that are already alive In-Universe) would be difficult.

Similarly, for the Arrowverse, would a Crossover featuring all the main characters of Series/Arrow, The Flash, Series/Supergirl, Legends of Tomorrow (and no guest stars) qualify as a Bottle Episode if it were confined to a single location?

The easiest method would be to have less of the cast present, something that is mentioned several times in Bottle Episode. For example, only having one character present from each of the five series during a crossover.
