I think some of the witnesses in the Ace Attorney series are meant to be annoying.
A personal experience with not hating a scrappy was Randy from That '70s Show. I guess in hindsight him being pumped up by the show could be annoying, but he was a good-natured guy, which looks better considering a reason I'm not too fond of the show anymore is because it seems pretty mean-spirited. Also, he was hilarious when he was speaking as Fatso the Clown in "Fun It" (I loved that episode).

I never understood why people hated Jar Jar. I never thought he was a bad character.
I also never really hated Ninja Ninja from Afro Samurai. I always thought he provided a good contrast to Afro. Also, that part were he sacrifices himself to protect Afro in episode 5 of the first season was really cool.
I also never really hated Jar Jar Binks, myself. I understand why people don't like him, though, even if I personally am okay with the character.

I would like to say something else. I always liked Verdona from Ben 10: Alien Force. I thought she was a cool character and her powers were interesting.
I also like Nadeko Sengoku from Monogatari. I thought she was cute and an interesting villain.
I liked Tingle in The Legend of Zelda: Majora's Mask, though he wore out his welcome by The Wind Waker.

What's funny is that, to me, The Wind Waker redeemed Tingle (because I no longer had to define him as "a character from my least favorite Zelda game"). In Hyrule Warriors, I actually like the guy.
As for Jar Jar, It's the voice. The voice and that weird manner of speaking. As an idea he's not so bad, but the execution ruined him.

I have to agree with Lotta Hart and Oldbag. I found them entertaining, to be honest. Plus, when I was playing the game, Lotta was one my favorites to voice.
