I would assume a Damphire can be turned into a normal Vampire by the normal method. They are 50% Human after all...

Yes, but part of being a vampire is a resistance to damn near all toxins and magical influences. The vampire's hypnotic gaze does nothing to other vampires and werewolf bites are only wounds. Consequently, there's not a painkiller in the world that affects a vampire for more than a minute even at lethal doses. The immunity is very broad spectrum and undiscriminating. It's a good thing that vampires are virtually immune to disease as even antibiotics are anihilated by their immune system.

Dhampirs inherit this immunity and doesn't differentiate between vampire blood and a werewolf bite. Both are trying to change the body in drastic ways, both are to be stopped.

"Humans can use magic but lack any magical potential. Think of it as a device with no batteries."

That's a very elegant and succinct way of summarizing things. I think I'll adopt that for my own universe (except in mine, all magic ultimately comes from the "Gods").

So you can "farm" monsters for magic power and parts. That makes me think a hunting community of specialized magicians will arise that specializes in such things. My guess is that the government would be their number one customer. That provides an incentive to any monster "human" enough to ally with humans- they get protection from the hunters.

Ok, so here are some question:

you said to create another vampire the person have to drink is blood....how this afect the person invold? and how much it take before one vampire become...inhuman?

Now and more important, how they interact between them? they do gather between them in group or if everyone on their on? there is also the fact that converting someone to a vampire is not the same as giving birth to one(which could be a reason some of them make Dharmpyr in the first place) as just one person is there, also I suposed Vampire dosent police their own consider how little they are

. That provides an incentive to any monster "human" enough to ally with humans- they get protection from the hunters

This...is actually a logical byproduct of the setting that I didn't think of. But yes, you can have shapeshifters that disappear into human populations and never draw attention to themselves. Some even have Church sanctions in exchange for their expertise. Some werewolves have longstanding agreements with human settlements and they're considered citizens under common law. Even wraiths can be tamed, although just killing a ten food tall creature that feels no pain, has no internal organs, eats magic, has no practical means or desire to communicate with humans, and usually lacks anything that vaguely resembles a face is hard enough.

My guess is that the government would be their number one customer.

The government is actually the number one supplier. The Black Hunters and Night Watch generate a surplus of monster parts and they answer to the Church. However, most of this goes to keeping the organizations solvent and the Hunters and Watch are in competition with eachother,

Vampire transformation

You actually only need a couple ounces to trigger the transformation but tradition dictates that about 20 oz are used.20 fluid ounces is actually overkill but it's almost always effective. The reason the Hunters use so much is that if there isn't enough blood to complete the transformation the process will stop partway and the vampire will die. The amount tends to vary per person but there's no downside to using too much.

Vampire interaction

This is something still in flux as of the story. In the Old Days, there was a clearly defined and sophisticated system of courtesy and hierarchy. A vampire was either higher or lower than another vampire depending on fealty, circumstances, and age in that order. If you were in another vampire's territory, he was considered master so long as his liege wasn't present. Age was given more weight than fame but less than circumstance. A vampire showed respect to his superiors at all times or respect was enforced via violence.

However, the new system tosses everything out. Very few vampires own territory and many are roughly the same age. Most aren't vassals or have vassals and as a result the entire social structure is very fluid. Age is still respected but if the difference is less than a decade it's more or less ignored. Performance and prestige are major driving forces in vampire society and disputes often result in outright violence rather than grudged deferment. A system of duels has recently been introduced to keep the violence contained but vampires are naturally violent and instinctually seek hierarchy.

Vampire justice is kind of schizophrenic. On one hand, the Church investigates and passes judgement on Vampire crimes. On the other, the sentences have to be carried out by the Black Hunters. The Night Watch has a similar arrangement and both are set up to keep the Hunters and Watch from coming to blows. Despite the fact that the Church claims no authority over civilians, it can claim authority of any conflict involving either Vampires or Watchmen or both. The entire system is set up around political reasons rather than peacekeeping or ethical ones but it none the less keeps the peace.
